Windows XP start up problems

There was a power failure whilst my computer was on, upon turning it on again it comes up with the ‘windows did not shut down properley screen’ however it doesn’t allow me to choose an option to start as it is stuck on the selection ‘start windows normally’. after the 30 second countdown it automatically begins to start windows normally, it loads a few bars on the windows xp load up screen and then resets and loops to the beginning again and repeats the above. i’ve had a similar problem before and i think there was a short in the hard drive meaning i had to buy a new one and reinstall windows. does anybody know a way around this or is my hardware permanently damaged?
